End of Punishment
The pain of sympathy arising out of the offence and
the pain of sympathy pleasure of the irascible appetite grounded in originating in that pain of sympathy arising out of the punishment,
are [circumstances things] equally accidental: depending not on any
measure taken at best in that particular instance by the Legislator, but on the character and
disposition of the People. Both depend upon the disposition
of the People at large to take an interest in what concerns
the public: and are perhaps nowhere (seen) so
strong and universal as in England Great Britain.
