Art. 3. In regard to the non-professional army, it belongs
to him to exercise, at all times, the statistic inspective, statistic
recordative and meliorative suggesting functions: and incidentally,
the locative, suppletive, directive, instructive, and dislocative functions, and
the procurative, roditive, applicative, and reparative and eliminitive
