This liberty of justifying proving the truth
of an imputation Reasons

By this means, many a man who
never otherwise would have stirred, will be drawn
in as it were to lend his aid to the execution
of the Laws. It will answer the purpose of
rewards and without the expence. It were to
be wished indeed that public spirit in such cases rather
than the love of gain or vengence were the
motive. But public spirit is the endowment
of only a few priviledged minds : the love
of gain and of vengence are to be found every
where : and if the community is to be put great body of the people
are to be is in motion to be acted upon - it must be by principles managed it must be by kept in order by applications
each the influence of such powers as not
upon that <add>are to be found in met with among</add> men in general , and not merely by
such as can act only upon are to be found only in one out of
ten thousand.
