2. C Of Idleness.

Idleness then, when the result of choice and accompanied
by indigence, is obviously a proper object
of coercion. But is it the result of choice? This
is a fact which it is highly necessary should be ascertained
before the coercion is applied. All other
species of delinquency have this in common that the
