there is no instead of there being a public loss saving made upon the
whole between by stopping them, & there is a
loss: since a sum subtracted withholden from
at present. a few, occasions more uneasiness,
than the same sum subtracted withholden from
a large number: - I mean at present —
for after the number of
practitioners has gradually adjusted
itself to the quantum of the emoluments
to be shared among them
the difference between outgoings moved to the subjects
at large at that period and those
at the present is a saving clear:
and as to the rest all that happens is, that those who would have been Practitioners
if the encouragement had
continued the same, will have
turned themselves to some occupation
in which they may will have an/the interest of their profession advant
benefitted leads them to benefit the public instead of
distressing it, as this that of.

The misfortune is, as their emoluments

every one of the numberless improvements
that have been made at any time in the Law: against
all the Statutes of that Table, against

that fatal Statute which cut off such an immense proportion of business at one Stroke &
occasioned that sudden Link which I have heard lamented by veteran practitioners at their

consciousness that Right is not for them, that the Law is not their protector, that Justice
is only to be had by the buying of a chance for it, & that they cannot afford to [come up] venture in to the purchase.

To accelerate accommodation, the rate of pr Centage might be again subjected to another variation according
to the steps which shall have been taken in the Suit.

To prevent collusions, between preventing a Plff and an unsuccessful Deft where the subject matter is a Sum of Money, payment without intervention
of the Court may be made void, & the Receipt invalid, and the Deft. notwithstanding
all Bonds & Securities of every kind conditioned to prevent it, liable to a new demand
