To serve as a key to the inquiry it seems necessary
on this occasion to bring to view in the first instance the
result in which in the mind of the author it terminated.
The object of it was It had for the object the reconciling
the multitude of a party to the practice and habit of insincerity
on the part of their leaders: it is its office is that of an apology or
rather a justification of insincerity of insincerity
for the purpose of deception, and thence thereby of fraud.

It is the weapon of a party, which not having
for its end in view for its end and spring of action the
universal interest but the its own particular interest
pursued by it at the expence and by the sacrifice
of the universal interest, is oblig finds itself
unable to pursue its ends with effect by any direct by any
straight forward course and thereby finds itself under
the continual necessity of drawing upon the fallacy
fund for its means.
