1823. Novr. 19.
For Del Barrio to Seccy Canning — First Draught not employed
Del Barrio — a Guatemalian Functionary
to Mr. Secretary Canning, on [the recognition of
Guatemala, and the proposed junction of the]
Atlantic and the Pacific.
the affairs of
Guatemala.
Sir,
The purpose of this address is [to
solicit the honor of an interview with you, and
that a speedy one, on the following subjects.
respectfully to communicate
to you some information
with respect to Guatemala,
which in the
discussions which have taken
place it may be important
for you to receive, and on
which I shall be proud to
have an opportunity of enlarging
& of communicating other
facts in confidence,
should you honor
me with an interview.
1. Recognition of the Commonwealth
of Guatemalia
by England.
2. Junction of the Atlantic and Pacific, through
Lake Nicaragua in Guatemalia.
1. Recognition] In regard to the Commonwealth
of Guatemalia, the notions generally entertained
in Europe, have as yet been very materially erroneous.
It has been considered as a sort of dependency
of Mexico. The fact is till now of late
constituted a Commonwealth, it was independent
of every other province in Spanish America,
and bore the name of the Kingdom of Guatemalia.
It's population is upwards of two millions:
greater than that of any other of the late Spanish
provinces, except Mexico.
Guatemalia is so circumstanced as to have
had very little communication with the rest of the
world: except with England, that is, directly through
the port of Omoa: but to a much greater amount
indirectly through Jamaica. The English Logwood cutting
settlement at the Bay of Honduras with called [Wahi]
directly with
Jamaica & Wahi
an English establishment
in Honduras.
a name scarcely known in England, a settlement
maintained under Spain, and since by a sort of
sufferance, and under a limited acknowledgment
connivance, is situated in the territory that belongs
without dispute to Guatemalia
