But in point of right two causes <add>one cause</add> of incompleatness<lb/>
 
and incorrectness which apply to every case in <add>to</add> which<lb/>
the inquisitorial authority of the Hose of Commons or<lb/>
its Committees <del><gap/></del> <add>applies</add> exercises itself may be seen, in colours<lb/>
particularly striking, applying itself to this.<lb/>
One cause <add>of these causes</add> is the want of <del><gap/></del> that security which<lb/>
is contained in the eventual penalties attended to the acrimony<lb/>
of an oath.</p>
<p>The other is the limitation attached in respect of decoration,<lb/>
to the coercive <add>punitive</add> authority of the House of Commons<lb/>
and consequently <add>thence</add> of its Committees.</p>
<p>Here we see a power which in its maximum<lb/>
is indeed <unclear>formidable</unclear>:  but which at its minimum, <del>towards</del> <add>nearer</add><lb/>
to which it is brought by every day of its existence,<lb/>

depends upon the correctness and compleatness of the information<lb/>
on which they are grounded is at all times<lb/>
