(a) ☞ At this place
or at the end of this
paragraph entered in
the fair copy an observation
that I had not had
time to carry on the
revision any further.
Enquire of J.B.
as to the exact place.

But whatever you do in this way, you should by all
means forbear any such attempt as that of giving perpetuity
to it. For with all their experience, and their vast pecuniary resources
they those United States have, every now and then, been in as much
danger of dissolution, accompanied perhaps with civil war, so
great is the difficulty of securing punctual and duly
contributions from the each particular state to the central
Government. A prodigious advantage which the Anglo American
United States have always had, you are unhappily destitute
of: that is, a foreign trade, sufficient by means of the taxes imposed
on imports and exports, to defray the greatest
part if not the whole, of the expence of the central Government.

At any rate, in judicial matters you must not have Appeals —
have Appeals, as such as you will see in the territories of my Sublegislatures:[+]
[+] Appeals
from any judicatory
in any one of your
confederated States to
a judicatory sitting
in the territory wherever
it is, in which your
central Government
sits.

to the any authority in the resident in the territory of the central
Government, for
An institution of this sort would be equivalent
to a distribution of the whole property of all those
who could are unable to bear the expences inseparable from
such an Appeal, among the comparatively few who who are able.

The Codes Which which you expressed your desire to receive from me
were I observe no other than the Penal and Civil Codes: and what
I send now is a portion not of either, but only of a Constitutional Code. Several portions
of the matter you will
however I hope find
applicable. Moreover

I now. What I have to send, I send: but all the
leading points of the those two other Codes are settled: the substance
is considerably in advance and were I to die tomorrow
I shall have my papers to them will be in the hands of those
who will be able and willing who to their ability will add the inclination and the endeavour to compleat them for your
use. I shall apply my thought to the sending to you
such points of them as can be are capable of being detached, to greater in proportion as they
all-comprehensive and capable of being
made of use, independently of the rest.
