<p>While I am writing comes the information of an abominable<lb/>
 
article Article 3in the proposed law against "Infraction on the<lb/>
 
Constitution".  "Every Spaniard .... who shall verbally <hi rend="underline">and</hi><lb/>
in writing ( <hi rend="underline">and</hi> <del>I</del> as I suppose by <gap/> instead of <hi rend="underline">or</hi>) endeavour<lb/>
"to excite a persuasion that in Spain or any of the provinces<lb/>
"the political Constitution of the Monarchy <hi rend="underline">ought not<lb/>
:to be observed wither in the whole or in part</hi> shall be confined<lb/>
"for eight years &amp;c". The persons for whom the punishment<lb/>
is intended I suppose those only whose object<lb/>
is to <del>propose to the</del> <add>engage</add> Citizens <add>to be guilty of</add> disobedience to <del>the <gap/></del> any part<lb/>
of the body of law in question, not those whose object is<lb/>
to engage the Cortes to make amendments <add>in it</add>.  Perhaps the<lb/>
fault is in the translation viz. 1. the French <del>the</del> <add>d<hi rend="superscript">o</hi> or 2 in</add> the<lb/>
English d<hi rend="superscript">o</hi> from the French.  But I should not be surprized<lb/>
if it was in the original.</p>
<p>The day mentioned is Oct. <add>we<hi rend="superscript">d</hi> or</add> 24<hi rend="superscript">th</hi> October 17 went<lb/>
the first of my <del>five</del> <add>four</add> letters on the <del><gap/></del> <add>two</add> former liberticide<lb/>
laws.  This third I expect to <unclear>have</unclear> ever designed<lb/>
only against the Anti liberals the enemies of the good<lb/>
points in the Constitution.  But on those occasions, in the<lb/>
anxiety to reach adversaries none can but be apt<lb/>
to include friends:  I should rather have said.  Rulers<lb/>
who have for adversaries as well the friends of the people<lb/>
with enemies of the people are too apt to <del>oppress</del> <add>strike at</add> the<lb/>
former at a pretence of striking the latter.</p>
