Those in the background in which particular interests were
more immediately concerned. So many influences are opposed
to a diminution of the restrictions to which these latter are
subjected that we feared an attempt to introduce a change
in them might create impediments in the search of minor
objects less difficult to be accomplished. The subjects therefore
which were the most embarrassing we left to be last
considered, and any purposes of change respecting them to
be abandoned for the present, if the prospects of success
were hopeless.

In the last division, that of Articles produced in
neither Country, and mostly Extra European, the difficulties
of intercourse will be observed not to flow out of the amount
of duties levied, but from the operation of the Navigation
Laws of England and of France. If these were altered
most of the impediments would be at once removed, but
that question, however (upon which as it comes before us, we
shall venture to express our opinion) involves, we are aware
considerations of a more extensive nature than any were
charged to discuss: inasmuch as it affects the Commercial
relations of England, not with France alone, but with the
whole world.

It will be more satisfactory, perhaps, to introduce
the documents which were furnished us, and to state the
