neither Country, and mostly Extra European, the difficulties<lb/>
of intercourse will be observed not to flow out of the amount<lb/>
of duties levied, but from the operation of the Navigation<lb/>
Laws of England and of France.  If these were altered<lb/>
most of the impediments would be at once removed, but<lb/>
that question, however (upon which as it comes before us, we<lb/>
shall venture to express our opinion) involves, we are aware<lb/>
considerations of a more extensive nature than any were<lb/>
charged to discuss:  inasmuch as it affects the Commercial<lb/>
relations of England, not with France alone, but with the<lb/>
whole world.</p>
<p>It will be more satisfactory, perhaps, to introduce<lb/>
the documents which were furnished us, and to state the<lb/>
