This brings us to the distinction between the General
Code and the collection of Particular Codes: for if to in the
case of the one the distinction between Civil portion of the matter
and the Penal portion requires to be understood,
not less does it in the case of the other.

Should it ever If ever it should become the wish of men in power the desire of Government
that to men not in power it should come be possible respectively to know
what with relation to each of them the law is – that
is to say to know that, by their not knowing of what for want of their knowing what
they are continually not only exposed but actively
subjected to powers loss of rights, – to – in a
word to in all manner of shapes, they will come
to be divided the aggregate body of the law into parts, in the
manner requisite and sufficient to make every man to possess
this knowledge. To the G General Code
they will be unsigned will the whole of that matter which with
little diversity all men as human beings who have it in their
power will in point of interest be concerned in being acquainted
with: for it be whatsoever purpose it be – beneficial rights with whether for that purpose of enjoying the benefits right
or for the purpose of escaping from the burthensome benefit of the rights conferred on them or for that of fulfilling
the burthensome obligation to which they stand subjected,
and thereby keeping themselves exempted from the still more
burthensome class of obligations – namely that of undergoing
punishment in all all its vari several appalling shapes.

To the collection of Particular Codes they will consign will be consigned the
whole of that matter which appertains exclusively to each
one of the vast list of classes, to each of whom appertains a
quantity of matter such that no part of it appertains
to any other class of those same classes. Classes suppose
200: average quantity of matter of law belonging to each, suppose, in the
first place the same. Suppose the whole of the matter of the Particular
Codes shuffled together in the manner of a pack of cards, to
the purpose of being acquainted
with those portions
which belong to himself
each individual would
have to read through
the whole: suppose it
sorted in parcels corresponding
in number
to that of those same 200 classes, each person would in this second case, not be loaded with more than one part in 200 of that with which he would be loaded
in the first case.
