For the good things at the<lb/>
disposal of the Executive<lb/>
every such Legislator having<lb/>
a desire, while they<lb/>
can not all of them equally<lb/>
obtain what they<lb/>
desire, there is an auction<lb/>
established for those<lb/>
his gifts – the biddings are<lb/>
in votes, speeches and<lb/>
motions favorable to his<lb/>
desires.</p>

is rendered so much the worse<lb/>
for use, by d<hi rend="superscript">o.</hi> in psychological<lb/>
d<hi rend="superscript">o.</hi> <hi rend="underline">conduct</hi>.  This is<lb/>
not rhetoric but logic:  of<lb/>
the state of mind, conception<lb/>
can not be conveyed or even<lb/>
formed in any other mode.</p>

In both senses, planting<lb/>
corruption is unavoidable.<lb/>
By sowing seed, by putting<lb/>
male and female together,<lb/>
corruption is prepared.<lb/>
Against corruption, all<lb/>
that can be done, is by<lb/>
applying antiseptics.  Corruption<lb/>
has its acceleratives too as well as retardatives.</p>

In every form of Governm<hi rend="superscript">t.</hi><lb/>
every functionary has a<lb/>
propensity to sacrifice to<lb/>
his peculiar the universal<lb/>
interest:  in a form which<lb/>
has for its object greatest<lb/>
happiness &amp;c. this propensity<lb/>
is as much as it is thought<lb/>
possible, counteracted:  in<lb/>
every other, favoured.</p>

Say I have never any desire<lb/>
to obtain <unclear>&amp;c</unclear> – as well<lb/>
might you say, I have never<lb/>
any desire to eat.<lb/>
By legislature or judicature<lb/>
or Duelling to seek to make<lb/>
a man suffer for saying<lb/>
of any other "he has such a<lb/>
desire", is as just and<lb/>
subservient to general<lb/>
happiness in the one case<lb/>
as in the other.</p>

by every fresh portion<lb/>
of the ferment, progress<lb/>
of the corruption is accelerated<lb/>
– arithmetical or<lb/>
geometrical, continual the<lb/>
progression.<lb/>
In the beginning, at Executive's<lb/>
disposal say <hi rend="underline">one</hi><lb/>
endowed office.  By members,<lb/>
expectation of that<lb/>
office, establishment of<lb/>
one other by the legislature<lb/>
is produced.  But by expectation<lb/>
of two, it is<lb/>
as easy to produce a<lb/>
third, as by d<hi rend="superscript">o.</hi> of one, to<lb/>
produce a second.<lb/>
Thus till subjugation<lb/>
of Executive to Legislative<lb/>
or rather of the people to<lb/>
both is as uncontrolled<lb/>
as in England.</p>

Under the notion of excluding<lb/>
or lessening corruption,<lb/>
suppose a law<lb/>
proposed for prohibition –<lb/>
encrease of magnitude of<lb/>
punishment or probability<lb/>
of d<hi rend="superscript">o.</hi> as applied to specific<lb/>
acts of corruption.  Of such<lb/>
proposal, what would be<lb/>
the object? diminution of<lb/>
the corruption?  No but</p>
<pb/>
<p>17 contin<hi rend="superscript">d.</hi><lb/>
but encrease:  viz. by<lb/>
producing in the public<lb/>
mind belief of the existence<lb/>
in functionaries' minds of a desire<lb/>
which is impossible, and<lb/>
of the probability of its<lb/>
being effectual.</p>

This though a security,<lb/>
not the only one:  above<lb/>
was another;  follows a<lb/>
third.<lb/>
Not only to minimization<lb/>
of aggregate of expence<lb/>
does minimization of<lb/>
money in this case contribute,<lb/>
but to maximization<lb/>
of intellectual<lb/>
and active aptitude.</p>
