<p>I am not satisfied with this draught: – <add>were it only because</add> there<lb/>
is so much of it.  <del>My intention was and is to rewrite it</del><lb/>
I considered it only as a <gap/> and my design was to<lb/>
rewrite it.  I sent it to Mill with this note <add>written</add> upon it.<lb/>
"Too long for the purpose mentioned:  but perhaps it may be<lb/>
"of <add>some</add> use in the character of a map of the field of Legislation,<lb/>
in conjunction with the respective fields of service<lb/>
of the several Sub-Ministers.</p>
<p>He returned it with the Observation following.<lb/>
"Though it may be too long perhaps to be actually pronounced,<lb/>
"yet a Legislator on the occasion proposed, might be required<lb/>
"to say – "I have read this Declaration with all attention,<lb/>
"and hold myself bound by it, in the same manner<lb/>
"as if, for the purpose of binding myself I had most<lb/>
"solemnly pronounced it."</p>
<p>The reason for making the paragraph so long-winded<lb/>
was this:  namely the <hi rend="underline">shifting</hi> the engagements themselves<lb/>
with the <hi rend="underline">reasons</hi> by which they were suggested:  so that<lb/>
the reasons <del><gap/></del> might not be discarded and put into the<lb/>
background:  for <del>it</del> in the reasons consists principally whatever<lb/>
binding force they may have:  of these reasons are composed<lb/>
the inducements, which the people in their quality of members<lb/>
of the Public Opinion Tribunal, will have for <del><gap/><lb/>
the</del> giving execution and effect to the engagements, by <del>watching<lb/>
over</del> being upon the alert, and <del>attaching</del> <add>marking all</add> indications of their<lb/>
displeasure every instance of non-observance.</p>
