<p>In speaking of the course taken for excluding<lb/>
 
the vast majority from the protection of the<lb/>
Law, a necessary limitation was applied <del>under</del> <add>and the</add><lb/>
words 'in so far as <add>possible'</add> were employed in the application<lb/>
of it.  In England, not to speak of other<lb/>
countries, in the nature of the case, the completion<lb/>
of this design has not been possible.  What has<lb/>
excluded the possibility, is the difficulty of drawing<lb/>
a determinate line of separation between those<lb/>
whom it has been intended to sacrifice, and those<lb/>
for whose benefit the sacrifice has been intended<lb/>
to be made.  Under favor of certain circumstances,<lb/>
this difficulty has been either entirely removed or<lb/>
lessened.  In the West Indies, and other parts of America,<lb/>
the difference of colour has afforded the<lb/>
means of effecting a complete removal;  and thus<lb/>
it is that in those countries the greater part of<lb/>
the population have been placed and kept in a<lb/>
situation which would be the same as that of<lb/>
the brute creation, were it not for that sympathy<lb/>
so frequently felt for the four-footed slaves,<lb/>
instead of that antipathy so uniformly felt toward<lb/>
the two legged ones.  In Ireland, the line of separation<lb/>
being no other than that which is drawn by<lb/>
profession in matters of religion, is less manifest:<lb/>
and to this want of distinctness are nine tenths<lb/>
of the people indebted for their not having been<lb/>
as yet brought into that perfection &amp; good order<lb/>
so completely established in the other hemisphere.<lb/>
In the here proposed system, the design is now for the<lb/>
first time pursued of extending to all persons, as far as<lb/>
possible without distinction the protection &amp; benefit of the law.</p>
