Judge can scarcely continue in his territory
for any length of time without contracting some
cause of partiality real or apparent with respect
to various persons, who under an irrational
and unbinding set of regulations would
thus be left without justice. The tribes of
Judges established by the Committee give their
plan in this respect an apparent but unsubstantial
and unnecessary advantage.
