In as far as the prevention of the mischief of
the act, supposing the act itself committed, is impracticable, it becomes in the next place an object with the legislation to
endeavour at the prevention of the act itself.

Expedients for
combatting mischievous propensities

To begin with the article of inclination. Expedients
referable to this head may be distinguished
in the first place into tho those which respect mischievous
inclinations propensities in general, and such as those
which respect such and or such mischievous inclinations propensities
in particular.

Expedients which apply to mischievous
inclinations in general, are center all of them
in the culture of those powers, the action of whose tendency
is to which gives birth energy to those the natures which have
been already enumerated mentioned in this view under the head of standing
