<p>But, although provisions proper for the maintenance of<lb/>
 
life and health, being in the eyes of the Report-maker<lb/>
 
improper – improper viz. on the ground of inordinate<lb/>
severity, for the use of guilty persons maintained purposely<lb/>
in a state of punishment – what <add>in his view and design</add> was to become of them?<lb/>
They were to be left <add>for</add> to the use of the innocent <del>class</del> and<lb/>
<del><gap/></del> <add>blameless and</add> indigent <del>of</del> part <del>who</del> of his Majesty's subjects<lb/>
forming unfortunately by far the greater part of the whole.</p>
<p>Amongst those provisions, by an express article of<lb/>
the Contract was to have been meat;  every day meat<lb/>

are able to afford to themselves <unclear>was</unclear> contrary, it will be<lb/>
observed <del><gap/></del> <add>one of</add> the principles <add>just mentioned</add> laid down in his work and<lb/>
stated as being fit to be conformed to in every penal<lb/>
prison in whatever hands the management were reposed:<lb/>
but it was forced upon him, and <del>sub</del> submission was<lb/>
his sole recourse.</p>
<p>It was one of those stipulations which are so apt to<lb/>
suggest themselves to men who knowing neither the <del><gap/></del><lb/>
industry to have nor the discernment to distinguish – what<lb/>
true humanity regard being had to the greatest interest of the<lb/>
greatest number consist, find their reason for dressing themselves<lb/>
up with the appearance of it.</p>
