In regard to variability, another observation obvious
enough is, that the course which in general it may
be seen to have taken and to be taking is that of encrease
alone: encrease alone and not decrease: and that
in so far as this alone is the course it takes, all idea
of inconvenience so far is out of the question, at
any rate so far as concerns the interest of the individual
concerned – viz. the sinecurist.
True: but neither in this case the mischief is the
