<p>Those great Offices in the Exchequer, <add><unclear>thus</unclear></add> marked out<lb/>
by those Special <add>specially appointed</add> Guardians of the public purse what<lb/>
are they?  At the very head of the list, as being the<lb/>
very first which <del>it</del> <add>there was</add> had any thing to do for it in peace<lb/>
and still though there <add>be</add> is nothing to do for it, <add>still</add> in patronage,<lb/>
and thence – forasmuch as to <del><gap/></del> idleness<lb/>
and causeless profit it adds <del>power</del> that species of power<lb/>
of that sort which is in the shape of patronage – in dignity<lb/>
stands the Auditorship.</p>

Of men Honorable Gentlemen who take upon them to
give lessons to others – lessons addressed to the supreme power, in and
be put in print the propriety of which the welfare of
the people is at stake, what even to be wished at least
if not expected whether expected or not, that they should be to the ability they
should joint the disposition will to and to make to take lessons themselves,
and to make due and practical profit by those lessons,
themselves.

bind nobody give as little umbrage as they do instruction
