Sinecures

In so far as the field of enquiry entered upon by the
Committee of 1807-8 coincided with that which had been
travelled over and cultivated by the Committee of 1797-8, an expectation
which would naturally be entertained and
which the their constituent Country had in a certain sense a right
to entertain is – that the plan pursued adopted by the particular
Committee should in every respect be at least
as well adapted to its objects as that of the prior Committee
which had its way to make on untrodden
ground and be pursued with the same steadiness
and uniformity: that if any useful head of information
had been found passed over untouched by the preceding Committee
such head of information should have been supplied:
and that, whether in this way any additions in the shape of additions or
other improvements were or were not made, at
any rate no head of useful information
presented by the earlier Committee should have been
left untouched, nor so much as any such head of information
at all without some reason given for
the passing dropping it over.

In a word in the work created by the first former Committee
the more recent one found not only a foundation to
build upon, but a model to keep in view and
work from. How far a due profit was made of this advantage was profited
by will may be seen as we advance.
