3. The people which thus meeting in armed bodies,
chose Delegates, and these Delegates met undisturbing
neither disturbing nor disturbed in the Metropolis of the

any act of government

so associated and acting, in bodies or the Convention of Delegates
chosen by those bodies, exercise any direct act of government.
