I have to acknowledge your Letter of the 8 th
instant, received yesterday at this place.
My answer has been written, and copied, and waits
for nothing but my revisal I can venture to promise
the dispatch of it from this place before this
week is at an end. ] When it arrives, the Commissioner
will find, if it was only from the length of it
that I have not been idle. On grappling with
the subject, it was not without concern that I found
how far the manner which I had taken of it at
a distance, was from proving correct. The
need of access to the papers in respect of which
in apprehension made by me was not found proper to
be complied with, produced some embarrassment,
and embarrassment produces delay.
