<p>Delay (need it be said,) is<lb/>

Such was the state of things determined<lb/>
upon and produced accordingly.</p>
<p>A calculation was made:<lb/>
one third of the year was found to suffice<lb/>
for getting into the law granary all the<lb/>
grist that the country could supply it<lb/>
with: that was the time for the mill to go<lb/>
remained the two other thirds on which the<lb/>
Miller was free to amuse himself. One third<lb/>
of the year, said he, will suffice for getting in<lb/>
all the money that the whole people can muster<lb/>
for laying out in out Shops: work for<lb/>
one third of the year: amusement, for the<lb/>
two other thirds. Sittings out of term time<lb/>
belonged not to those days. At the present<lb/>
day, while some Judges, as far as gout will<lb/>
let them, sit at ease, other Judges overwork<lb/>
and over fatten themselves. But, so managed<lb/>
is the work, that the delay, with it's profits<lb/>
and it's miseries, continues undiminished.<lb/>
Moreover, by the delay, was left a correspondent<lb/>
interval for incidents capable of being<lb/>
made productive of fresh fees.<lb/></p>
