Does any government exist in Greece which is
generally obeyed? We understand that in the islands
they refuse to obey the executive body. The fact is
Sir that there is a great insubordination among the

has been plundered from the Turks— & they overawe the
senate & the executive. This evil will be removed when
a loan shall be put in the hands of the really virtuous
party. I suppose a loan can now be easily effected.
