2. Another objection that may be made is —
In bringing to view Under the head the value of the labour of hired labourers
as in the character of a standard of comparison for the value
of the labour of Convict prisoners, the value and the only
value which you have brought to view is the value
of the present time. But at the time of the Agreement
in question this value was much less: and that if
not the sole proper standard being at any rate an
equating proper standard hence arises an over valuation
from which a proportionable deduction will be requisite.
Answer. Of the principle of calculation here brought to view
in question I acknowledge the justice, and have accordingly
brought it to view. What is more I shall
here submitt that which presents itself to me as the

time, then the price of this time, and between the two take
the average. It being plainly useless to attempt if not impossible to make, a separate

to suppose the rate of encrease uniform, viz. for the whole
number of years in question 17 1/2 years. On this principle
there will be a progressive series consisting of 17 or 18 terms, of which
the middle term will be equal found to correspond with the average
just proposed average.
