Preamble of the Bill.
In this Bill may be seen Section 107 binder &
Schedule. In Section 1 in the preamble commencing
in the accustomed form with the word "Whereas followed
immediately by the words "it is expedient, then propositn
is deliverd there" it is expedient" (says the Bill) "that the means should
"be the people of this Realm, of having their suits tried
"as speedily, and as near to their own homes as
"may be, whereby expense, vexation and delay may
"be avoided"

Of these words the
object is to induce the
belief that the object
of the bill is to reduce
the several evils in
question to as great
an much as may be.
From of these words, it is sufficiently manifested that
the purpose is, to induce in the part of of these same profit of these
