Government it is said, begins to be tired both of the expense and moral
unproductiveness of the Penitentiary system: and a suggestion has been
thrown out, of converting the huge concastellated mansion at Millbank into
a House of Correction for the County of Middlesex, leaving the present
Clerkenwell prisons for the enlarged prison-room so much called for.
