Article 3. So, in so far as, in the accounts of this on
that preceding year, the heads under which the matters
are arranged are not the same as those under which
the matters of the current year are arranged, to bring them
into coincidence, for the purpose of comparison as far as
maybe.

Article 4. So within [ ] days after the first sitting
day of the new legislation, to deliver in that same Report,
but with additions, by which the series of the several
matters is carried on, together with notice of any observation
made on the last expired Legislature, and any such
other observations as, in the view of the Finance Minister,
will be beneficially instructive.
