<p>The party here considered, as that to which <del><gap/></del><lb/>
such protection would naturally be looked upon as necessary,<lb/>
is the proposed <hi rend="underline">company</hi>:  <del>by which</del> <add>the body of men, by whom</add> antecedently<lb/>
to all commencement of profit, so vast a<lb/>
capital will be to be expended.</p>
<p>1.  First as to the <hi rend="underline">necessity</hi>.</p>
<p>Without such a security it seems difficult to<lb/>
say, in what quarter, for such a purpose, a prudent<lb/>
set of capitalists, could behold a sufficient ground for<lb/>
confidence.</p>
<p>On the part of the State or States, out of whose<lb/>
territory the requisite spot of ground would be to be<lb/>
carved, two points, (it has already been observed,) would<lb/>
require to be established:  the constancy of their <hi rend="underline">disposition</hi><lb/>
to perform their part of the engagement, and<lb/>
the permanency of their <hi rend="underline">power</hi> so to do.</p>
<p>But, in respect of both these points, not<lb/>
only now, but for an indefinite time to come, persons<lb/>
in the situation of those from whom the capital<lb/>
would have to come, can not but be in a great<lb/>
degree in the dark.</p>

§.7. In the eyes of capitalists, the proported protection, at the hands
