<p>NB  Suppose the experiment of the Panopticon plan<lb/>
unsatisfactory, still the expence bestowed upon it would<lb/>
not be lost.  For being the whole of it exposed to inspection<lb/>
at one view there is surely not any part of the covered<lb/>
space that would <add>be</add> in any respect <del>to</del> the worse.  If it were<lb/>
there is no difficulty in putting an end to the inspectability<lb/>
whatever may have been the ingenuity necessary<lb/>
to the securing the existence of it.</p>
