I. Necessity of an entire new body of law for Venezuela

The expediency of providing an ent a new
and compleat body of law for Venezuela –the necessity –
in so far as one object a task so difficult can be pronounced
necessary is a matter too evident to need dwelling upon.
A body of laws which had no other determinate object
but the keeping in subjection the lesser labour of a country
situated at an immense distance, governors and governed
compleatly unknown to each other, can never in
any tolerable degree be suitable to the condition of a
the same people after they have become free to take
their own welfare for the object of their own endeavours.
In substance and matter bad even in relation to the
exigencies of the country Spain which given it birth, the
