real: viz. 1. in so far as they actually applied to this by the people the power of
same purpose the share thus supposed to be possessed by them

is actually applied by them to that same beneficial purpose.

☞ Go on to speak of sinister influence: in so far as it operates, as
causing their share of power not to be in fact effect exercised by
them but by those who to the will add then the power of promoting
their own interests at the expence of those of the people at large.
☞ Here expence divide and expand influence unless done
before: – which probably will be best.
☞ Then as to their knowing how to exercise it and accordingly
exercising it to their own advantage – enquire whether with
the affirmative suppositi if yes in regard to the portion, it
can be so for any other reason than what would prove it
to be in regard to every other portion.
