46. So much for that which ought to be: now for
that which is. In the character of securities for appropriate aptitude on
in a word point of view the so called the part of the class of functionaries in question, the so called supposed securities customarily provided
under the name of qualifications may be pronounced without fear of refutation, be pronounced worse than useless,
and the supposed securities securities provided in the present instance are of
the sort of sh c as above are they customarily provided.

which is inefficient
is worse than useless

A supposed security, which is inefficient, is not negatively and simply useless,
it but is positively much worse than useless: it is a source of delusion, producing
confidence when confidence has no ground to stand upon: when
if so far as it is a security for any thing, it is a security for relative
inaptitude
