Emancipation Preface

The persons for whose use this little tract was composed drawn up
were those of whom in France at that time the constituted authorities
were composed, the object of it already expressed in
the title. The means of persuasion therein employed as
centre in this viz. that by the possession of every power of government
exercisible⊞ ⊞ by their rulers in a view in any such distinct remote dependencies, the interest
of the a whole people taken at large is not had and as has commonly
been supposed or at least said, been served, but
on the contrary deserved, and that in a most mischievous
degree, upon the whole.

In the means of persuasion thus employed in this
little tract may be seen the motive which gave birth
to it.
