§. Remedies indicated

of things, a man in his situation would be deterred
from doing what depended upon his exertions towards
the protection of our own fra property and our own naval force
and or the reduction diminution of that of the enemy, as the case
may be.
Thus for this or any other purpose and reduction defalcation
would be suffered plan, involving in it any the smallest a defalcation
from any such the official profits as have the sanction of
usage, would be endured, ought not to be expected.
The only resource then is to form for
