Art. 14. II. The Supplemental branch. If the Equal
justice fund This will be composed of such moneys, as, in the
case of deficiency on the part of in the regular branch

understand the aggregate of such moneys, as, for the purpose

For Art. 16. On ordinary cases the two government branches will, it
is assumed, : and for these cases any such fund as
comes under the voluntary fund would manifestly be used less,
and therefore necessarily thence of course unproductive. But of the produce contents
cases there are in which though in a certain point of view supplies
would be useful, supplies from the government fund would be inapplicable.
