<p>Now as to the Judge.  The power in question <add>thus belonging to him</add> being<lb/>
a power of patronage, considered in this point of view it will be<lb/>
his interest, and thus naturally <add>the tendency of</add> his disposition to render<lb/>
the number of workers not only adequate to the work, but to<lb/>
an unlimited degree even more than adequate.  But<lb/>
although on his part excess would not have any natural<lb/>
limits, yet on the part of individuals <add>at large</add>, the number of persons<lb/>
desirous of being <add>the</add>located and thence the number of persons<lb/>
whom it would be in his power to locate, the number of instances<lb/>
in which he would find the exercise of this power<lb/>
practicable would have its limits.</p>
<p>In regard to the <del>expecte</del> Stipendiaries or expectancy<lb/>
the greater the number of those already located, and the larger<lb/>
the time of actual service respectively performed by them, the<lb/>
less would be the inducement for others to wish to be added to<lb/>
the number, and thus it is that the supply would actually<lb/>
adjust itself to the demand:  to the demand in respect of actual<lb/>
<unclear>up</unclear> and benefit to the public.</p>
<p>So much for the Stipendiary classes, <gap/> by be the Non<lb/>
<del><gap/></del> Stipendiaries – the purely <unclear>hooray</unclear> <unclear>class</unclear>. </p>
