Sinecures

Such, as above, being the light in which the institution matter of
Sinecures had presented itself to any view, it could not but
be matter of concern to me to observe in how different a
light it seemed to have been viewed by the two parliamentary
authorities whose opinions would will naturally set the
head to the opinions of conceptions entertained by the public at large in relation
to this subject as well as to the practice of government in
this head important subject. I speak of the two Finance Committees by whom
at the distance of about 10 years this subject amongst others
had been necessarily taken in hand.

Turning to the Reports of the first of those Committees
viz. that of 1797-8 I found even its protection extended
to an indefinitely numerous portion of the Sinecure list
containing the including those articles which, to my view had
presented themselves as pregnant with most mischief, and the
disappro sort of censure reprobation if such it can be called passed in the remainder, neither
very in itself very decided in itself, nor supported by reasons
which in comparison of those which the subject had presented
to my view struck me as very impressive.

Turning to the Report of the succeeding subsequent Committee viz.
that of 1797-8 1807-8, I found the same protection extended to
those which to my view had been the most obnoxious articles
the principal part of the list system, and a similar if not equal indifference
expressed in regard to the rest.
