<p>From this <add>one</add> property therefore, viz. perpetuity –<lb/>
 
common to all sinecures to every article upon the sinecure list<lb/>
 
from this one property, independently of every other, follows<lb/>
in the first place perpetuity of waste;  the perpetuity<lb/>
of a fund <add>mass</add> of public money destined, as often as it<lb/>
is bestowed, to be bestowed in waste.</p>
<p>But from this one <add>primary</add> mischief of the first order, results<lb/>
four distinguishable secondary mischiefs, all which<lb/>
as we proceed <add>advance</add> will be seen to flow from it.  These<lb/>
are  1. rise <add>raising</add> in the price of real services – 2. preventing <add>prevention</add><lb/>
to an incalculable extent the rendering of real services<lb/>
such as the public stands in need of – prevention and<lb/>
that to an incalculable extent:  <del><gap/></del> 3. encrease of <add>the means of</add> profusion<lb/>
<del><gap/></del> lavished on <del>Court</del> favorites – Court and ministerial<lb/>

Sinecures
