Sinecures

II. Second class of Sinecures; composed of those ones of
which the amount of the emolument is uncertain changeable, one year more
another less, at the same time that it depends not upon
any exertion of the Sinecurist either to give encrease to it
or to preserve it in any degree from decrease.

Of the sinecures of this class will be very little
to say. What is equally obvious and indisputable is, that in
so far as a si one annuity in this shape is thus uncertain,
in so far is it less it for its purpose, whatsoever
be that purpose than a pensio an annuity in
the form of a pension – than a pension equal
for example to the average amount of the sinecure
taken for also a number of years, whatsoever be the
number regarded by competent authority as most suitable best adapted
to the nature of the case.

In the case of those a Sinecure of the first class, the circumstance
by which they are were rendered the amount of it them the emolument attached to is
rendered fix, as its being composed exclusively of salary.

In the case of a Sinecure of this second class,
the circumstance by which the amount of it is
rendered uncertain is its being composed either
in the whole or in part of fees: fees payable respectively
by such or such a person on such or such an
occasion: the aggregate amount of them varying consequently
with the number of occasions that have taken place
within the year or other determinate part length of
time.
