<p>II.  Second class of Sinecures;  composed of those <add>ones</add> of<lb/>
 
which the amount <add>of the emolument</add> is uncertain <add>changeable</add>, one year more<lb/>

any exertion of the Sinecurist either to give encrease to it<lb/>
or to preserve it in any degree from decrease.</p>
<p>Of the sinecures of this class will be very little<lb/>
to say.  What is <add>equally</add> obvious and indisputable is, that in<lb/>
so far as <del>a si</del> one annuity in this shape is thus uncertain,<lb/>
in so far is it less it for its purpose, whatsoever<lb/>
be that purpose than <del>a pensio</del> an annuity in<lb/>
the form of a pension – than <del><gap/></del> a pension equal<lb/>
for example to the average amount of the sinecure<lb/>
taken for <del>also</del> a number of years, whatsoever be the<lb/>
number regarded by competent authority as <add>most suitable</add> best adapted<lb/>
to the nature of the case.</p>
<p>In the case of those <add>a Sinecure</add> of the first class, the circumstance<lb/>
by which <del>they are <add>were</add> rendered</del> the amount of it <add>them the emolument attached to</add> is<lb/>
rendered fix, as its being composed exclusively of salary.</p>

in the whole or in part of fees:  fees payable respectively<lb/>
by such or such a person on such or such an<lb/>
occasion:  the <add>aggregate</add> amount of them varying consequently<lb/>
with the number of occasions that have taken place<lb/>

Sinecures

II. Second class of Sinecures; composed of those ones of
which the amount of the emolument is uncertain changeable, one year more
another less, at the same time that it depends not upon
any exertion of the Sinecurist either to give encrease to it
or to preserve it in any degree from decrease.

Of the sinecures of this class will be very little
to say. What is equally obvious and indisputable is, that in
