But if to the same functionary the nature of the alledged imperfection
if it be real, is thus made to this same functionary is afforded at the
same time & in a degree of amplitude, not afforded by any other person.
A view of the most means for the removal of it. of
those alterations in the purport and tenor of the law, which to that purpose
would be necessary: such is the case at any rate within that portion of
the field of law which as above, lies within his peculiar competence.

Of opportunity thus favourable, the here proposed §. 2. fails not
to avail itself: to wit in & by this Section §19 by which the already explained
eventually emendative function is allotted to all Immediate
Judges.

To what and should it be refused to him? By the legislature itself
an imperfection cannot be removed unless indication of it be given &
to the removal of it, a sort of commencement of it, given by somebody &
for making the commencement of it, given by somebody &
for making the commencement what person so competent as the person
by whom in all its particulars observation
of the it has been taken?

By a few minutes of the time of a functionary so situated, such
Service is capable of being rendered, as if left to be rendered by the Legislature
without such preparatory assistance would either have never been rendered
at all, or would not have been rendered but at the expense of many hours of
the time of a set of functionaries whose time is wanted for functions
peculiar to themselves, & of still higher importance, of functionaries
whose numbers amount to a hundred.
