Where the appointment of extra hours is the performed
by officers not having any such pretences in their
hands, and in such or performed by wholesale – embracing
numerous populous classes without distinction of persons, such
appointment seems little if not all, exposed to such abuse,
and if an account were taken of all offices in general –
of all civil offices without exception – in this case would
probably be found to be by far the greater part of the whole number
of such offices.

Such for ex In this case for example stand the
great multitude of official persons employed in the public
dock yards. When a press of business demand for extra dispatch is deemed to have
arisen existence, extra hours are appointed, and at an established
rate extra pay is given.

For a general rule then the proper one seems to
be, that by official persons individually taken, no extra
fees for on the score of extra dispatch or extra service
in any other shape should be allowed to be received.
But in particular offices, for special reasons, and under
special condition, it seems probable enough that the benefit of the use
be rendered preponderant over the cost of the abuse.
