regulations, and <del>then</del> <add>thereupon</add>, without repealing them, or saying in<lb/>
print a syllable about them, treating them in practice as<lb/>
waste paper?  Yes, my Lord, they are.  Practice swarms<lb/>
with instances, to collect them all would be too heavy <add>severe</add> a task:<lb/>
but <del>not</del> to prove to Your Lordship that what is here said is<lb/>
not without ground, <del>I subjoin</del>a few references in the margin are<lb/>

Here then is a regulation established by an Act of
