The system of management pt 13

Two considerations are here stated as being those
with reference to which the system of management in question so
appointed approved and accepted of had been formed – viz. the personal character
of the appointed manager and the favourable opinion of
of the proposed construction of the building: one other as
being that one which with reference to which it had to which the appr acceptance bestowed upon it had
not had reference, viz. the principles upon which
Prisons have hitherto been conducted in this country.

Of those propositions three only In relation to those three propositions the answer of the appointed to the Second that the
Appointed Manager accide is as follows: 1.

1. That as to "the personal character of the party", unless
it be that sort of negative character by to which no
is conferred is attached, it not form any considerable ingredient
in the mass of considerations by which the choice in his favour was determined.

2. As to the favourable opinion such entertained of
the construction of the building, the influence ascribed to
this consideration is admitted by him in its full extent in the
utmost fullness of its extent.

3. As to the supposed principles upon which it is here supposed
that Prisons have hitherto been conducted in this country
it seems not easy to understand what are those that can hence have been meant to any general extent
he knows not of any principles as having been either
acted upon or approved. In a particular instrument, a set True it is that in the instance of one particular prison, upon
one very important and
leading principle for
no inconsiderable measure degree of approbation does by implication at least appear to have been bestowed in and by this Report, viz. the principle of an upon avowed contempt of economy. But what can not be admitted is, that
some by non reference was approbation of this principle was just censure cause for condemnation to be passed on the system of management thus condemned.
