<p>There exists in this case a contract to the performance of<lb/>
 
which on the part of the public, the public faith stands engaged.<lb/>
 
True:  but <foreign>salus populi suprema lex esto</foreign><lb/>
and to fulfil the contract <add>if and</add> when by such fulfilment the<lb/>
public interest would be prejudiced would be to sacrifice<lb/>
the end <add>of government</add> to the means.</p>
<p>Although there exists a contract to which Government<lb/>
has been bound for these 16 years yet for this course<lb/>
Government at at liberty to proceed just <add>exactly</add> as if there were<lb/>
no such contract.</p>
<p>In and by such contract <add>the <unclear>experiment</unclear> of</add> a certain plan of management<lb/>
therein described was to have been tried.  But if in<lb/>
the opinion of government as it stands at present, any<lb/>
other plan of management superior to this can be <unclear>discerned</unclear>,<lb/>
ought Government to hold itself debarred from <unclear>giving</unclear> to the<lb/>
the public the benefit of such improvement? by no means.<lb/>
Therefore the Contract <unclear>ought</unclear> not to be considered as binding upon<lb/>
government or as a bar to any other scheme of management<lb/>
which to government in its wisdom may seem preferable.</p>
