Now as to responsibility. The idea ened familiarity
of the word and of the idea comment attached to it is the reason for the use
here made of it. The idea however is not, particularly with reference to the purpose here
in question an adequate one: it is not a compleat one: it
covers but half the case. That which in this case as in all
others probity has need of for its support is the form of the tribunal
of public opinion. But the mass that support two perfectly di
parts have place. the support form of the whole matter of punishment
is the instrument and the the form of which the matter of
reward is the instrument: approbation with its conveyances in the one case: disapprobation
with its consequences in the other. Of these two the
printing force is the only one which the word responsibility is
wont to bring to view: be to the word responsibility nothing more
being attached than the idea of eventual punishment in the shape
of disapprobation desistance dislike,
reproach and so forth at
the hands of that useful supplimal in with as necessary central
