is the effect of men in general of government in general
not of Monarchy in the persons of the Monarch and his
instruments.

No, they are not the effects of government they are
only the effect of misgovernment. They are not the effects
of government. For a Representative Democracy is a Government,
the Anglo American United States are a Representative
Democracy and in the United States, the no such evil effects
have place.
