greater the evil of<lb/>
suffering.</p>

In the case of property,<lb/>
the magnitude<lb/>
of evil the same,<lb/>
the greater the number<lb/>
of persons, the<lb/>
less the aggregate<lb/>
suffering.</p>

This the principle,<lb/>
in English law, of<lb/>
the transference of<lb/>
damage done to an<lb/>
individual, to the<lb/>
whole of the inhabitants<lb/>
of the Country.</p>
