On the proposed plan giving commencement of to a suit is but
came out of a purpose for which application may be made to a Judge

Purpose of the application

On application for the purpose of giving commencement to a suit, the
person admitted applicant constituted plaintiff may be either the applicant himself or a

appropriate security , and reas adequate reason for non-appearance of the party
or parties for whom on this behalf the applicant acts

Information

When the applicant appears as informant only without proposing
himself or any other person for plaintiff, the Judge if he has
will in if the suit case appears a criminal or culpable one
direct the Government Advocate to act as such in the character of Plaintiff,
if a civil case, he will cause information to be transmitted to the individual
or individuals if any who as appears is to point of interest to
or plaintiff.
